Jobs for America’s Graduates, or JAG, is a state-based national non-profit organization that was established in 1980. The organization’s school-to-work transition program is designed to tackle the nation’s low graduation and employment rates for young people.
The Center for Labor Market Studies partnered with the organization to see how the JAG programs impacted young people in staying in school through graduation, pursuing a postsecondary education, and securing an entry-level job.

The paper will begin with a brief review of the employment concepts and measures underlying all of the employment estimates appearing in this paper and the data sources used to generate these teen employment rate estimates. Trends in the employment rates of the teens of the nation from the summer of 1979 through the summer of 2005 will be presented and analyzed. We will show that the summer 2005 employment rate for teens tied the summer of 2004 as the lowest on record since 1948 when the national, CPS historical employment data series for teens begins. We will supplement findings on overall employment developments for teens in the past summer with a more detailed look at who worked in the summer of 2005. Employment rates for teens during the summer of 2005 will be presented for gender, race-ethnic, household income, and a wide array of geographic subgroups, including teens residing in individual states in the Jobs for America's Graduates (JAG) network. The final four sections of the paper will provide a projected outlook for teen employment prospects this summer, present and explain estimates of the potential number of teens that would be employed under three different labor market scenarios, and discuss the implications of these findings for the operation and management of JAG Senior Year and Multi-Year Programs.

who got the jobs and who didn't and why we should care
This research report examines the outcomes of the summer 2006 job market for the teenagers of the nation utilizing newly released CPS survey public use files and published data from the U.S. Bureau of Labor Statistics. The report will begin by examining the summer 2006 employment rate for all teens (16-19), compare the summer 2006 employment rates of teens with those of previous summers over the past two decades, and analyze variations in teen employment rates across gender, race-ethnic, and household income groups. The final two sections of the paper will provide estimates of the number of unutilized and underutilized teens in the past summer and discuss the implications of these findings for the design and operation of future JAG programs including the multi-year and senior year programs.

Young Black males have experienced severe difficulties in finding any type of employment and those with no post-secondary schooling face a bleak economic future in the absence of substantive effective policy responses to their human capital problems. This paper is designed to provide a background for discussions at a Jobs for America's Graduates forthcoming national meeting with Black political leaders. It identifies the key labor market and educational challenges facing young Black males in recent years, compares findings for Black males with those of men in other race-ethnic groups, and reviews some of the available literature on what seems to work or not work in solving these problems.
